With the power firms experiencing much deeper revolution, the era of breaking down monopoly and bringing into competition in this industry if coming near. For those power firms which are accustomed to Plan Economy, learning advanced management methods of Market Economy and using advanced management technique to design suitable management pattern are effective and indispensable measures to raise core ability of competition and remain invincible in the environment of market competition.This paper has analyzed the current problems of Performance Evaluation System of Henan Power Corporation. After referring to the Performance Evaluation technique of foreign firms, the paper finds out the problem of the evaluation system. Then combining with the perspective eleventh-five-year plan, the paper brings forward the theory of applying Benchmarking idea to Key Performance Indication theory to construct the performance evaluation system of Henan Power Corporation. Not only does this system go with the trends of advanced performance management theory, but also can solve the actual problems of performance evaluation, which helps to lay the foundation of keeping and increasing the value of national capital.The Benchmarking and KPI methods in this paper are about comparing and analyzing the key performance of target firm with the benchmarking firm, therefore, we can summarize how the benchmarking firm acquires high performance. Then the paper builds the firm level KPI system according to the development strategy of the power firm. On the basis of the firm level KPI, this paper then constructs the department level KPI according to the key workflow and responsibility of each department.The performance evaluation system for Henan Power Corporation of this paper is scientific, practical and strategic. The object is to find and analyze the problems in the evaluation management, improve the core competitive ability of enterprise and keep their predominant in its fields.
