State Material Reserves System Cooperative Research

China's national material reserve department is established in the fifties of the 20th century, both organization design of the department and overall structure arrangement are affected by the planned economy model. As one cell of the national material reserve system, those warehouses stores up and circulates the national reserve material mainly by superior order, they lack go-aheadism, and they almost not communicate and collaborate with each other, which make network advantage and composition of forces of the national material reserve system not to be brought into play fully.After entering 21st century, the national material reserve system is faced with the new situation and task of enlarging storage scale and accelerating development. How to set up well synergy surroundings, realize synergy effects and accelerate the development of China's national material reserve, which become a pressing task of national material reserve system.The paper aims at the realization of synergy effects of national material reserve system, uses for reference the study harvest and basic theory of synergetics and synergetic management, through summarizing the development evolution and management character and analyzing the mechanism of bringing synergy effects of national material reserve, indicates some problem on synergy of national material reserve at present.On the base of the above study, the paper sets up a appraise model aim at the synergy degree of national material reserve system based on Fuzzy Comprehensive Evaluation, then gives a calculational example and analyzes the result of the calculational example.
