After more than ten years of development, the urban small banks have made many achievements. The city commercial bank and the city credit association, which have become important constituents in the bank system of our country. But we should also acknowledge the current situation. For instance, what the urban small banks are confronted have become increasingly difficult. On the one hand ,it is because their competitions with other types of banks are intensifying, on the other hand, these banks haven't found their own development directions and their strategic localization appears the deviated. If the previous ideas don't change, these banks'development will have the bottleneck problems. Therefore, they must look for their own market localization if they want to make the breakthrough and succeed in competitions.The article first elaborates the general theory of commercial banks'market localization, analyzes the present situations which the urban small banks are confronted while adopting market localization , points out the main existing problems and the insufficiencies. Next, it analyzes how significant the market localization is for the urban small banks'development. Then I quote successful experience of some oversea small banks'unique market localizations, from which we can obtain the enlightenment ,and how foreign small banks market would benefit. Subsequently, after comprehensively analyzing the small bank systems by using the SWOT analysis method, I've proposed the urban small system banks'market localization --- "serving the urban , serving the small, serving the privately operated ones , and serving the residents". Being localized mainly in customers , mid- and small-sized enterprises and local authority ,we should supply loans primarily to mid-and small-sized enterprises, individual financial retail sales and middle service. In localization of management domain ,we should offer more help to local economy and community economy primarily. Finally, the different localization strategies between the small banks are mainly caused by various difference between the banks,so I've proposed two kinds of localization development pattern, namely, cross-regional development pattern and Community Bank pattern.In brief, I combine the development of present situation and the existing problems in China's urban small banks with what I have learnt on strategic management, market marketing and commercial bank management and related theories from the MBA stage studies to analyze problems on the small bank market localization ,I have proposed the corresponding localization patterns. The goal is to guide the correct development of the small banks. But in fact, my academic level is so limited that the article certainly needs improving.I respectfully ask the experts to appraise it and to point out mistake. I will continuously try harder and manage to do it better.
