Study Of Policy Implementation In The Interests Of The Game

Policy implemetation is a key step to achieve policy purpose,in the process of policy implementation, the interest gaming of interest subjects who relative to the policy always interfere with carring out policy effectively . Interest is necessary resource and condition for people to live,develop and enjoy, policy implementation is closely related to interest gaming,the policy implementation essentially is a kand of interest gaming process which based on the consideration for interest gains and losses of relevant policy subjects.The coal profession's development situation of our country has became a barrier of the harmonious society,government officials collude with colliery bosses, security accidents occur unceasingly.the departments concerned have appeared many policies to reorganize the coal profession's development,such as the closing little coal-mines policy,the producting safely policy,the withdrawing capital policy and the settling accidents policy and so on.But in varying degrees,the executing of these policies encountered much hindrance,the problemes exists in the coal profession have not yet resolved thoroughly. This article adopt the interest analysis method, take the coal profession as an example,researching the interest gaming in policy implementation. The analysis divides into four steps :1. Introduction. Introduces the background and significance of article's topic, the domestic and foreign correlative research achievement and the literature summarize, the analysis method selected.2.Theoritical foundation. Elaborates the elementary knowledge and the advanced theory of policy implementation and interest gaming,e.g. policy implementation,policy implementer,interest classification,interest gaming as well as interest analysis method and so on.3.The present situation of the coal profession policies' implementation.confesses the stern situation of the coal profession and related policies,analysises various actors' interest gaming in policy implementation of the coal profession.4. Reason analysis.Three facters:different interest subjects' interest demand, the coal profession is a sudden and huge profits profession ,the present system exists interest gambling space.5. Proposing some tentative advice.Putting forward adcice around interest facter and from four aspects ,the interest guidance mechanism,the interest adjustment mechanism,the interest restrainting mechanism and the interest compensation mechanism, proposing some tentative advice to promote policies to be executed effectively .
