China's Tobacco Industry, Industrial Organization Research

With the growth of the time of joining in WTO, our country market is unceasing open, all kinds of joining pledge is gradually realizing, The overseas tobacco giant like Philippines tobacco company, the English America tobacco company, the Japanese tobacco company and soon eyes covetously to our country market, But our country tobacco industry exists very poor condition. Under this background, Our country tobacco industry entered a recent development transition moment. This article inquires the way to optimize our country tobacco industrial organization structure to promote our country soon to make great strides forward from "the tobacco great nation" to "the tobacco powerful nation" through carrying on the analysis to our country tobacco industry organizational structure.The present paper profits from the research technique of west industrial organization theory to conduct the research to our country tobacco industrial organization, and has made some improvements according to our country actual situation. In order to propose the countermeasure which optimizes our country tobacco industrial organization, the present paper analyzes present situation of our country tobacco industrial organization, the existence question and the reason forming them. Present situation of our country tobacco industrial organization is diseconomy of scale, low degree of industry concentration, separate market structure which lead to low economic efficiency. Reflected the question is the profession has not achieved the effective competition situation, coexisting between the non- economical monopoly and the excessively dispersible struggle and between lowers production centralism degree and competition limit, which thus causes the competition intensity to be insufficient. Analysizing the reason, the author think the national macroscopic management, the finance and taxation system,the change of the profession management and the profession technology ,the change of the profession market and the tobacco enterprise system all have the influence to the tobacco industrial organization present situation, and of them the profession management way is the most impartant.Therefore the author propose the way to achieve optimizing goal of our country tobacco industrial organization which is to reform the profession management system ,to consummate our country tobacco to specialize in selling the system, to cause the tobacco monopoly bureau to become the special control section to establish the Chinese tobacco sale group company to separate tobacco production enterprise with the tobacco sale company and government with business. Through these measures, May realize our country tobacco's industry fast centralism, achieve the scale production management, display profession overall superiority, enhance the profession international competition strength.
