Study On The Problems Of Rural Poverty - Returning Governance In China

Since the reform and open policy began, China has made tremendous achievements in poverty alleviation in rural areas through the government and society's hard work. During the the last 20 years of the 20th century, China's poverty-stricken population in rural areas had reduced from 250 million in 1978 to 21.48 million in 2006. However, with the continuous deepening of poverty alleviation entering a crucial stage, the phenomenon of the return of poverty in rural areas become more and more crucial. The research of the return of poverty in rural area is necessary for China to the poverty development, to build the new socialist countryside, and to build a socialist harmonious society.With the theory of the poor governance, my dissertation do same research in the rural return of the poor and put forward to some strategies and measures to promote China's poverty alleviation on base of the field work in Yudong's S County and H County in Henan province. My paper includes four parts: Chapter one, introduction. Chapter two, get the macro-analysis of the phenomenon, introduce the status and causes. Chapter three, take Yudong for example to analysis the phenomenon of the return poor from the micro-analysis area. Chapter four, explain the macro-management strategy the specific path of the phenomenon of return poor.This study attempted to obtain a theoretical innovation as follows: Firstly, using the theory of poverty as the main theory, such as geographical determinism, the lack of capital theory, the culture poverty, social closed theory to get a full explanation of the phenomenon which provide us a new theoretical perspective. Secondly, this paper use the form of interviews, participant observation and questionnaire survey, based on the investigations of cases of Henan Yudong, analysis the phenomenon from the micro-analysis area in order to provide sample materials in the future. Thirdly, in addition, this paper put forward to some strategies such as "economic development" ,"people-oriented" and "sustainable development" of the return of poverty reduction strategies. At last, the paper has further raised some actual measures for the governance of the return of poverty.
