| There are a lot of poor areas in our central China which maintain low level of economic development and poor infrastructure construction. Their development will directly relate to the propulsion of new period national12th five-year planning and the implementation of rising strategy of central China. At present, the studies on poverty are mostly confined to the research on less developed areas, which are relatively weak on poor county areas, and there are even less research achievements to treat the central poor areas as a whole.On the basis of summarizing existing literatures, this article begins with the analysis of economic and social development situation of the central and the central poverty-stricken areas, combined with the actual situation of the central region. Then we have determined the main influence factors to the economic and social development in central poor areas according to the poverty theory, regional economic theory, the new economic growth theory and the real situation there. The influence factors are capital investment, labor, human resource, fiscal expenditure, urbanization and industrial structure. We use cross-section growth regression model to make the empirical analysis. The research shows that the factors of capital investment, human resource, urbanization and the proportion of non-agricultural have promoting effects for economic and social development, and the factors of fiscal expenditure and labor input have negative correlation with the development. Among these factors, human resource has the most promoting effect, and the fiscal expenditure structure has the most negative impact. At last, on the basis of summarizing developing experiences in other foreign countries, we put forward the path choice and developing policies recommendations for the central poor areas in new period. |
