Safety is mankind's eternal topic and safety production is a thing of primary importance.With well growth of market economy system and gradual extending of opening to the outside world, safety would become rather important issue.According to investigation and analysis, the main reasons that unsafe behavior lead to the accident is that the unsafe behavior of mankind and the unsafe factors of material. Comparatively, the former is the main reason. The accident looks like a chance occurrence, in fact, an inevitable one. The safety quality of staff must be enhanced and the safety culture construction in enterprise must be carried on in order to control the accident in minimum limit.The petrol station , oil depot and logistics of petrol sales enterprise, as the lower reaches of China petroleum and chemical corporation. is a very dangerous industry. Safety management would be promoted into the level of safety culture for the safety of industry. On the base of petrol sales enterprise's own environment and the present situation of safety management, the guiding ideology, principle and content is presented in this paper according to safety culture theory, through analyzing characteristic, function and organization.In this paper, the author thought the process of reshaping the petrol sales enterprise safety culture, the most important thing is shaping safety philosophy and building the executive power. Requirements were different for decision-making, management and implementation levels during the process. Enterprise safety culture and safety management will be on going continuous improvement by flexible and diverse forms, to achieve the goal of "apart from force majeure, any accidents and incidents are avoidable", and finally will achieve the goal of "all industrial accidents are avoidable".
