Sequentially, taking Shandong province as an example, the paper evaluates the influence that human capital gather put on industrial cluster developing effect with quantitatively method. The purpose is we can precisely measure the effect of human capital spatial gather during the development of industrial cluster. Then, the paper further analyzes the functional forces that development of industrial cluster impose on the spatial gather of human capital in order to inquire the influence that industrial cluster put on human capital gather. Finally, the paper combines the human capital spatial gather and the industrial cluster for the sake of inquiring the effective way of benign interaction between them.The first part is the introduction. In the beginning, a brief explanation above the thematic background is made. Then, the paper briefly summarizes the research status at home and abroad. Lastly, the research aims and significances are simply reviewed.The second part is studying on the characteristics and mechanism of human capital spatial gather. On the basis of above analysis, we design the estimation model that calculates the requirement of human capital during the development of industrial cluster. Secondly, we emphatically analyze the function and influence which the developing industrial cluster put on human capital gather.The fifth part proposes the countermeasures and suggestions, which will optimize the spatial gather of human capital and the development of industrial cluster.
