Government Procurement Supervisory Mechanism

Governmental procurement is one of the developmental results of the liberalization of the international trade and the globalization of economy. The governmental procurement now is an important tool for every government of the world to manage social economy, and it is called "the sunlit trade".With the law for governmental procurement putting into effect, the scale of governmental procurement got constant expansion. According to the statistics information of governmental procurement that is published by the Ministry of Finance, in the year of 2005, the scale of governmental procurement has reached 2,927.6 billions. The proportion is 1.6%, which occupies the national GDP as same as last year. During the 7 years, the scale of the governmental procurement has increased 77.9% every year. So, as the important method of public finance expenditure, governmental procurement is more and more important to the aim of economics and policy.But in fact, because of the institution of governmental procurement has not been taken into action for a long time, all sorts of supporting measures not perfect and there are not many experiences to be imitated. There are still a lot of flaws in the governmental procurement system, particularly in the aspect of supervision mechanisms, and the illegal phenomenon is more serious than before. So only through improving the supervisor system, controlling the action of governmental procurement, we can promote the developmental of governmental procurement. This is the aim of my article.The article is divided into four sections, the structure is as follows:Part 1 is the sketch of governmental procurement. It introduces the elementary knowledge such as the essential features, basic functions and so on .it also point out the guiding ideology about building the system of governmental procurement.Part 2 introduces the supervisor mechanism, and analyzes the situation about the governmental procurement of supervisor system, it point out the flaws of supervisor system.Part 3 is about international practice of governmental procurement surveillance mechanism. It introduces the situation of governmental procurement surveillance in US, England, Singapore and South Korea, and points out the inspiration to the procurement surveillance mechanism of our country, such as the governmental procurement laws and regulations system quite being complete, taking the governmental procurement budget surveillance seriously, establishment governmental procurement electronics trade system, and enforcing the law strictly in the governmental procurement surveillance process and so on.Part 4 is the countermeasure to consummate our governmental procurement surveillance mechanism. It emphasizes the basic principle of the consummation government procurement surveillance mechanism, proposes countermeasure to consummate our governmental procurement surveillance mechanism, including consummating the governmental procurement surveillance legal framework, perfecting the governmental procurement monitor program mechanism, perfecting the relief system of suppliers' right, making the surveillance relations between the governmental procurement main bodies clear and so on. Besides, it proposes some correlation necessary measures to the enhancement governmental procurement surveillance mechanism to supervise governmental procurement better.
