Research On The Problems And Countermeasures In County-level Government Procurement

Since the implementation of the "reform to delegate power,streamline administration and optimize government services",higher requirements have been put forward for public services of government departments.With the deepening of reform,New changes have also been made in the field of government procurement.In recent years,with the continuous improvement of the economy at the district and county level and the increasing transfer payments from the superiors,the scale of government procurement at the district and county level has been expanding,as well as the areas involved,so the social impact are gradually increasing.The government and financial departments at all levels have earnestly implemented the Government Procurement Law and comprehensively implemented the Government Procurement System,and achieved remarkable results.However,under current new reform background,further adjustments and innovations are also needed to provide strong support for building an efficient,clean and service-oriented local government.In the early stage of this paper,the author consulted a large number of documents and materials,sorted out and summarized the theoretical knowledge of government procurement and new public services,government restructuring,etc.In the mid-term,taking D District as an example,by means of site visit and case analysis,combined with the relevant data of this area in recent years,author analyzed current situation,identified problems related to government procurement under the background of new reform,and summarized five existing problems,as,budget implementation is not standardized,agency management is chaotic,supplier quality is uneven,performance acceptance is not standardized,procurement team quality is low.We can summarize some useful experience through observing and analyzing the D District government procurement mode,the reasons for the problems in government procurement at county and district levels are summarized from three aspects: imperfect system,failure of government supervision and inadequate transformation of government services.And from three aspects of strengthening mechanism construction,perfecting supervision system and optimizing service level,this paper puts forward some countermeasures and suggestions to improve the performance of county and district government procurement.
