We should give full scope to government functions, and find the appropriate way to promote sustainable development of mineral resources, which is of practical and far-reaching historical meaning for the China's better and faster economic and social development.Graphite, an important strategic resource, is widely used in metallurgy, machinery, petroleum, chemical industry, the nuclear industry and national defense fields, and it holds a very important position in economic development. Chenzhou is the largest graphite storage and production base in Asia, but owing to such reasons as supplied over demand, its backward processing technology, coal intergrowth and other reasons, there arise some serious problems that graphite resources are excessively mined and over dug, dumped with lowered price, burned as coal, destroyed and wasted. Although the local government had taken some macro-control measures, but resulted in very little effect. The graphite industy of chenzhou has showed both market failure and government failure in its development.The effective government's regulation is an important driving force in healthy market economy development. Strengthen the nation's control in mineral resources is the general trend in the world and owning to the disorder situation of graphite market, it becomes a certain choice of sustainable development of graphite industry. The government should build such "Five Big System", namely, 1) the major agent of mineral resources, 2) the cultivator of mining market development, 3) the defender of market order, the macro-controller of mining economy and mineral resource elements, 4) the supporter of technology innovation, and 5) the safeguard of mining interests of the public, to practically strengthen the government regulation, to make up the market failure, and to reduce the government failure.
