Science and technology is the first productive forces, and innovation is the soul of a national's progress. The rapid development of science and technology, specially the high tech, has greatly changed the production and daily life, as well as the economic and political relation between counties.In the contemporary competition of high technology, patent has become essential for a country to succeed in competition. The possession of patents is an important indicator of national or regional competence. Since China's joining the WTO, local companies will be exposed in a more open and intense environment. Although patent development is very quick in China, the overall level is not very high. Therefore, researches in patent development and using patent strategy have significant importance to raise the overall competence of a nation or region.The objective of this article is patent. While discussing the importance of patent development, it also describes the insufficiency and drawbacks of China's patent development in great detail. The absolute number of patent output in China developed rapidly, but due to the small base, the total amount is not high. At the same time, there is an imbalance in regional development of patent; domestic application of the patents was lower than foreign applications; there is a big gap between the domestic and foreign issues.Based on that, this paper analyses the impact factors of patent development, perspective use the VAR model to measure the dynamic model of patent development, and empirically analyzes it. The results showed that the quantity of patent application is mainly related to R&D investment, the level of economic development, and R&D personnel. Chinese R&D expenditure and the level of economic development play a catalytic role to patent applications while the R&D staff of patent applications in China would have a negative impact.Meanwhile, this paper supposes that the process of patent output is also a process of knowledge output. This paper uses random marginal sector model to analyze patent development efficiency, combined with panel data model innovatively. We use six years'panel data of Chinese 31 provinces, autonomous regions and municipalities to establish patent input-output function model and estimate it. Then we compare the different level of patent development of each region, and raise constructive comments to patent development strategies.The main innovations in this paper are lied in: (1) use the VAR model to measure the dynamic model of patent development; (2) supposes that the process of patent output is also a process of knowledge output; (3) combine panel data model with patent producing model. Meanwhile, the paper also exist some shortcomings, for the concrete form of panel data model combined with the production function has yet to be improved; this paper makes dynamic analyses of the number of patent output, but not the quality of quality, which need to be further explored.
