Political stability in China, as the prerequisite of the countryside's advancement and the social's all-around development, not only occupies a vital position, but is related with the reform and open undertakings as well as the process of modernization .To maintain the political stability and provide the stable political environment for the reform and openness of countryside, China's government has formulated many policies. Because of the implementation of these policies ,in the past few years ,peasants have harvested to large extent ,and rural economy has developed quickly .but there are still some objects that can't be reached ,even bring about some problems and contradictions, which affect the political stability in countryside. As for the reason , mainly because some factors affecting execution of rural policies.On the basis of looking back to the history of rural policies ,the article has proposed barriers of execution of rural policies ,mainly performs in the four aspects : the government can't carry out them well ; the peasants perform passively; the resource foundation is not firm and so on. The reasons for this is that there is limits in local government ; the poor quality of peasants leads to their bad organization; the resource is not enough for execution; there is abuse of execution mechanism. Therefore , we should choose proper ways to overcome the barriers: streamline government organizations; improve the ability of the government; improve the quality of peasants and increase the quantity of social capital; increasingly invest in agriculture ; reform the financial system ; expand the channels to raise capital; intensify the supervision of execution.
