The responsibility of the government is to achieve the guarantee of old age.The basic old-age insurance policy of urban and rural residents is designed to solve the difficult problems of rural and urban unemployed residents' pension,which is composed of the new rural social endowment insurance policy and the urban social security policy of urban residents.Its background is related to China's social security system reform,carrying the basic needs of the elderly to protect and promote social harmony and stability and other multiple functions.In recent years,with the central government continue to improve the policy,rural and urban unemployed residents of the pension problem has been a certain degree of improvement.However,from the effectiveness of policy implementation,urban and rural residents of the basic old-age insurance policy protection level is low,the part of the crowd's pension problem still exists.In addition,because the local government in the implementation of the policy to form a "pay attention to insured rate,contempt for security" inertia,take a strategy of the implementation of the policy,coupled with the exclusion of policy target masses,together led to policy implementation biasThis paper takes Dingcheng District,Changde City,Hunan Province as an example,through the field investigation on the implementation of the specific situation of urban and rural residents' basic old-age insurance policy in Dingcheng District,Changde City,Hunan Province,take the literature research method,the empirical research method and the comprehensive analysis method,study on the Problems and Countermeasures of the Basic Endowment Insurance Policy for Urban and Rural Residents in Dingcheng District,Changde City,Hunan Province.There are five chapters.The first chapter points out the background and significance of the study,literature review,research framework and method.The second chapter is the theoretical analysis of the topic,define the relevant concepts,summarize the theoretical basis of the implementation of the basic old-age insurance policy of urban and rural residents and put forward the necessity of the implementation of the policy.The third chapter summarizes the development course of the basic old-age insurance policy for urban and rural residents,and uses the relevant survey data to analyze the current situation of the basic old-age insurance policy of urban and rural residents in Dingcheng District,Changde City.The fourth chapter first elaborates the problems in the process of the implementation of the basic old-age insurance policy of urban and rural residents in Dingcheng District,Changde City,the policy incentive is limited,the policy implementation main body is insufficient,the urban and rural residents lack policy cognition,then,according to Smith's policy implementation process model theory,analyze the reasons,the implementation of the policy is affected by the policy itself,but also by the interests of the policy implementation of the existence of the main game,the target of the limited acceptance of policies and policy enforcement environment and other factors.The fifth chapter elaborates the following from the aspects of increasing government support,improving the rationality of the policy itself,strengthening the supervision and encouragement mechanism,building high-quality policy implementation team,further strengthening propaganda and learning,strengthening public awareness,promoting political economy and culture construction,perfecting policy Implementation environment and so on to reduce the policy implementation bias of the countermeasures and suggestion.
