Tourism is an open industry with a high degree of association. Driven by the world economic globalization and integration, it has been taking part in the world cooperation based on the division of labor. The regional tourism cooperation is just a presentation of the world economic globalization and integration. Chinese tourism has stepped into the stage of regional cooperation after going through the stages of scenic spots competition, routes competition and regional competition. Under the theory of 'Grand Tour', the regional tourism cooperation has got a rapid development in China. From the Yangtze Delta to the Pan Pearl River Delta, from the design of regional tourism development project to the establishment of barrier-free tourism zone, great efforts have been made in either eastern, western or central parts of China to break the block of the administrative divisions to actively establish the regional tourism cooperation on various levels. The regional tourism cooperation has already become a hot topic in tourism. Presently, with the more active cooperation subjects, more varied cooperation levels, more comprehensive cooperation items and larger cooperation regions, the regional tourism cooperation has become a strategic choice of regional tourist development.The regional tourism cooperation between Nanjing, Zhenjiang and Yangzhou came into being after the official issue of Nanjing Urban Group design in 2002. At the end of 2005, the arrival of a written agreement on the regional tourism cooperation between Nanjing, Zhenjiang and Yangzhou marked the formal establishment of this cooperation.According to the above background information and based on the systematic summary of the previous regional tourism cooperation theories, this article analyzes the cooperative backgrounds as well as the advantages and opportunities, disadvantages and challenges of the regional tourism cooperation between Nanjing, Zhenjiang and Yangzhou via a comprehensive application of several research methodologies and basic theories. On the basis of this analysis, the author puts forward the cooperation contents of the regional tourism cooperation between Nanjing, Zhenjiang and Yangzhou, namely, the integration of tourist resources, the shaping of an overall tourist image, the cooperative marketing, the cooperative development of tourist commodities and the share of tourist information. Then, the author further brings about the cooperation modes of the regional tourism cooperation between Nanjing, Zhenjiang and Yangzhou, namely, the diversity of subjects, the comprehensiveness of industries, the regional-coordinated combined development mode of tourism, the combined development mode of tourism coordinated by multiple mechanisms and directed by the government. Finally, the author proposes some strategies for the regional tourism cooperation between Nanjing, Zhenjiang and Yangzhou, namely, establishing the leading position of government, emphasizing the integrated planning, strengthening the superiority complementation, carrying out the integrated marketing, improving the tourist infrastructure, co-cultivating the qualified tourist personnel, setting up the new operation system for enterprises, beautifying the environment, realizing the sustainable development of tourism and building a tourist information platform.The innovation of this article lies in that it systematically analyzes the cooperative backgrounds of the regional tourism cooperation between Nanjing, Zhenjiang and Yangzhou with the regional tourism cooperation theory, and points out the contents, modes, and strategies of this cooperation. This article is a complementation to the insufficient study on tourism cooperation in this region, and therefore may provide some reference for this regional cooperation.
