The development strategy formulation and implementation of large-sized stated-owned enterprises, a mainstay of our national economy, is a very important subject. Since the 21st century, the tendency of the global economic integration has a great impact on the original development strategies of our stated-owned enterprises. Due to the varying market and severer competition, how Chengdu Crystal Technology Co., Ltd (hereinafter referred to as Crystech), a large-sized stated-owned enterprise, to develop into an opto-electronic one with international competitive strength becomes very critical to the sustainable development of Crystech.Aimed to the strategy transformation of Crystech from the field of conventional optical manufacturing to that of the new opto-electronic information integration, this paper utilizes the relevant theoretical knowledge about development strategy management and competition strategies to perform a profound analysis of the status quo, external strategy environment and internal resources and ability of this enterprise, and on the basis of this, the corresponding development and competition strategies are addressed, as well as the implementation plans on such strategies are brought forward. The paper has a total of 5 parts:Preface mainly describes the background and significance of this research, the method and concept of this research, and the main frame of the paper.Chapter 1 explains the theoretical knowledge about the related strategy management applied in the paper.Chapter 2 gives a presentation of the paper's research target company---Crystech, using the analytical methods, such as Five Force Matrix of Porter, to analyze the macroscopic and the internal environment of Crystech development, and give some plans on strategy transformation for choice. Chapter 3 covers the analysis of the selection among the plans on strategy transformation by Crystech, at first gives strategic target of Crystech, and suggests competition strategy choice and level integration strategy according to Crystech's resource and strategic target.Chapter 4 introduces the plan on strategy transformation by Crystech, encompassing the implementation phase, the supporting strategy and risk control of strategy transformation.This paper has one main innovational point: It suggests competition strategy choice and level integration strategy independently,adopting tools of strategic management synthetically.This paper attempts to do researches on the strategy transformation of the state-owned enterprises in China, during the process of which, the theoretical methods are integrated with the practical experience, following the concept of development and innovation and practicability. The research achievements of the paper have primary discussion for strategy transformation by Crystech, and the practice need to validate it.
