Scientific technology is the first productive power, which plays an important role in the development of national economy. In this sense, enterprises are the major bodies that transfer the science and technology into productive power. Especially the merge of applied local institutes with enterprise groups by means of reform will facilitate the combination of scientific research institutes with enterprises and gain a joint development.Zigong Light Industry Design & Research Institute, founded in 1953, is the only Class A design institute in Chinese well and rock salt industry, which is integrated with scientific research, design, engineering supervision, safety assessment, quality testing and inspection and sci-tech information. It is a local scientific research institute but a national center for both China National Information on Well and Rock Salt Industry and China National Standard Quality Supervision and Testing of Well and Rock Salt Industry. Along with the development of market economy, the weak points of system and mechanism of the scientific research institutes became obvious. Redundant staff, incapable competitive system and inadequate investment for scientific research restrained not only the development of the institute but also the technical development of the salt products and the salt industry. Pushed by the waves of reform and open-up policy, this institute actively participated in the reform. Based on the exploration of reform and taking the advantage of the trend of reform, this institute exercised the thoroghgoing reform and merging into Sichuan Jiuda Salt Group where all staff members can find their professions compatable with what are needed. And the rennovation was completed. The development of Zigong Light Industry Design & Research Institute has eventually facilitated the realization of combination of scientific research institutes with corrporate groups. The win-win goal is reached and the development is now on the fast track.Based on the facts for writing, the author systematically analyzes and surveys the process of exploration, reform and development of Zigong Light Industry Design & Research Institute. Firstly, the institute actively participated in the reform in the early stage of the reform. Secondly, the institute did a good job in utilizing the state policies in a living way, integrating the social resources, positively pushing forward the reform and realizing the target of the reform. Thirdly, after the realization of the stage targets of the reform, the institute deepened the reform and established the managerial system and the operational system of the modern enterprises. Fourthly, after merging into the enterprise group, the institute became the technology center of the enterprise group in light of organic combination of the two into a joint scientific innovation system so that the win-win goal is reached. After the analyses, the characteristics of the reform of this institute is concluded as follows: 1.Utilizing the state policies in a living and full way; 2.making clear the ideas of reform based on the actual conditions; 3.realizing the target for reform in stages; 4.deepening the reform, transferring the mechanism and eventually realizing the final goal of the reform. It is also concluded that after the merge of the scientific research institutes with enterprises, the institute has taken active measures and exercised a throughgoing reform in the field of employee enrollment, test and examination of achievments and proficiency of the employees and the distribution of the prrofits by way of taking the advantages of the strong economic power of the enterprise, emancipating the minds thoroughly, changing the ideas, importing the phylosophy of modern enterprise management and aplying the moder manageril technology. This is the optimum choice and also the only way for the scientific research institutes to gain a win-win victory together with the enterprises.This case is of importance for initiating and referencing the deepening of the reform and establishing the innovation system for the scientific research institutes.
