In recent years, as China is implementing the policy of Western Regions Development, the tourism province of Yunnan, which is located on the southwest border, has walked into the frontal zone of China's reform and opening up. A tourism system of spreading all over the province as well as linking South Asia and Southeast Asia is gradually come into being with Kunming city serves as the center, including tourism, sightseeing, vacationing and entertaining. As a market leader of Kunming city , Yunnan province, World Expo Group has been enhancing the spirit of "World Expo " since its was founded, as well as creating and publicizing its brand. After eight years practice and exploration, the group has developed into its primary service with its own characteristics, in this way it gradually establishes its status as a leader. Due to its history, together with its eleven branch companies, World Expo Group has accumulated a huge amount of assets and got involved in various service. The development of the Group is closely related to that of Kunming City. As one of the branch companies, the development of World Expo Garden Hotel has not been put on the agenda strategically to be a nucleus company. Despite it is located in the district of World Expo Garden and its surrounding industry groups, it has not formed into the interactive and strategic relations with them, as a result, it has been marginalized in the development of World Expo Group. In addition, most of the hotels ofKunming City have been in the red. It is obvious that they have been plunged into the embarrassed situation of " too many monks while too little porridge". Especially with the implementation of the strategy of "two provinces and one passageway"(a powerful province with green economy, a large province with its national and cultural characteristics, and an international passageway heading for Southeast Asia and Southern Asia) as well as the strategy of "international commercial and tourism city with its regional characteristics", the hotel industry of Kunming City will be faced with a "double-blade sword": both a hard-won opportunity and a severe challenge. The reason why this paper chooses "World Expo Garden Hotel" as its subject of research is that it aims to find out a feasible strategy and make it perfect itself multi-functionally in the tough development environment, thus wins the champion in fierce competition.The paper mainly aims to make a research on the multi-functional construction and developmental transformation of the World Expo Garden Hotel. By conducting in-depth and detailed analysis of the internal and external environment, the paper attempts to set up the overall strategic objective; at the same time, it also makes a further discussion and study on the following dimensions such as corporal culture, marketing, human resource, managerial innovation as well as multivariate cooperation mechanism construction, to find out available measures and solutions. It has illustrated that the so-called "Flower of Tourism" is still in its preliminary development stage and it is the stronghold, which can't be lost in the fierce competition of hotel industry in the future. This paper regards the conference traveling as the breakthrough point of the multi-functional construction of the World Expo Garden Hotel, combining the managerial rationale of "recreation and vacationing", to develop comprehensively conference traveling and make it become a component of the primary service. This paper also states that companies have been slow in integrating spare capitals and establishing strategic cooperation between World Expo Garden and its surrounding industries. From the writer's point of view, companies should take advantage of chances, perfect themselves and expand the market as soon as possible. Therefore, the development of the World Expo Garden Hotel could be possibly actualized. Finally, measures to be taken mainly as the foliowings: construction of conference traveling culture and cultivation of company image; actualization of HR role shifting by changing the mode of thinking; "high price, super service" marketing strategy; perfection of internal management system; breaking the barrier of multivariate cooperation construction.
