Anhui Province petroleum company Sinopec is the biggest petroleum energy sale enterprise in Anhui, since the establishment, in Anhui's economical development and play an important role in energy supply. At present, joins the World Trade Organization along with our country, energy development degree deepening, the market competition will be even more fierce, the company is in a crucial period of development. to remain to not to defeat in the competition, must construct the enterprise core ability to enchance the enterprise strength, stabilizes and develops the market. Under the new current economic condition, human power attraction, integration, use making up Anhui Province petroleum company Sinopec core ability, will gain the sharp-edged sword of competitive advantage. The casting of such a sharp-edged sword becomes the significant mission for human resources management of enterprises.In this paper, according to the "proposed the question-analysis question -to solve the problem," the basic idea, analyse Anhui province oil company Sinopec human resources Development and management and propose countermeaser, the analysis mainly carries on from the three aspects: the current structure of the distribution of human resources; the current status of human resources; Currently human resources play a role. Through investigation, interviews of the problems summed up in six areas: human resources management positioning itself closed; overall lack of human resources planning; the lack of an effective incentive mechanism for talented people; training needs improvement; unreasonable salary distribution system; blindly implement downsizing plan. On the basis of the analysis of human resources theory, proposed six aspects countermeasures: human resource planning, updating concepts; Establish an effective incentive mechanism; establish and improve the performance appraisal system; A scientific training system, increase the intensity of training; establishing corporate culture characteristics, enhance cohesion to improve human resources management, establishes human resources system which theadaption corporate growth needs, strengthens the market competitiveness.
