Regional economic integration has become the trend of economic and social development, integrated development strategy of the Pan-Yangtze River Delta region has been proposed to lose no time. Anhui, as a relatively underdeveloped region, is incorporated as an integral part of the Pan-Yangtze River Delta region, which to Anhui, is not only a development opportunity, but also a great challenge.As most scholars believe that the substance of the development of economic integration is the integration of industry development, therefore, the main Research is the study of economic development and industry consolidation, But, human resources and others humanities integration researches are relatively weak. Human resources, especially higher level of human resources for science and technology are an important support for economic and social development, in the process of regional economic development, the optimization and integration of human resources science and technology is an urgent task, in the current. The author put this as a starting point for research, and set relatively underdeveloped Anhui as a research standpoint, then, discuss current optimization of human resources for science and technology in the Pan-Yangtze River Delta region and factors influencing the regional flow of human resources for science and technology, at last, expect to make recommendations for reasonable allocation of Anhui human resources for Science and Technology.Firstly, this paper reviews the domestic and international research in the flow and allocation of human resources, summarizes the reasons of the regional human resources flowing and the allocation way of regional human resource, defines the statistical standards of human resources for Science and Technology in this research, all these are to provide theoretical support for the questionnaire design. Then, this paper analyzes existing statistical data and reaches some conclusions, which are that, in China, Shanghai, Jiangsu and Zhejiang are rich in human resources for Science and Technology, Anhui's human resources for Science and Technology are shortage and serious loss, which mainly flow to Shanghai, Jiangsu, Zhejiang and other coastal economically developed areas, while, there is a big demand for human resources for science and technology in Anhui economic development. In addition, human resources for science and technology in Anhui are unevenly distributed between units in different attributes and in different professional structure. Once more, this paper designs survey questionnaire form increment and stock which based on two basic allocation principle. This paper analyzes increment survey questionnaire and reaches some conclusions, which are that, the major factors which decide college graduates to choose where to work are remuneration, family and employment opportunities, there have great differences between the willing employment area and the actual employment area, and the outflow rate of college graduates from Anhui is large; This paper analyzes stock survey questionnaire and reaches some conclusions, which are that, the allocation way of human resources for science and technology in Pan-Yangtze River Delta is unreasonable, the flow rate is low, the regional flow willing is not strong, the first three affecting factors of human resources for science and technology selection jobs are the workplace, compensation and job position, the primary reasons of job transformation between cities are the job satisfaction, job opportunities, salary and other organizational factors, the followed reasons are individual factors such as family, and the last is macro factors, which related with the city as economic, cultural, living environment and education. Finally, the paper makes recommendations for the allocation of Anhui's human resources for science and technology.The study is divided into six chapters.The first chapter is the preface. This section introduces the background, purpose and significance of research, ideas and technical line, research features and innovation point.The second chapter is an overview of theoretical research. This section introduces the concept of human resources for science and technology, determines the statistical standards of human resources for science and technology used in this study which bases on existing research, reviews the theory of human resources flow, the necessity, methods and influencing factors of human resources flow and regional allocation.The third chapter is allocation analysis of human resources for science and technology in Pan-Yangtze River Delta. This section analyzes the stock, distribution and flow of human resources for science and technology in Pan-Yangtze River Delta based on the existing statistical data, focuses on Problems in the allocation of Anhui human resource for science and technology.The fourth chapter is survey and research for regional flows motivation. This section is based on theoretical research to determine the purpose and main content of the survey, designs the survey questionnaire, then recycles survey questionnaires and analyzes data, finally, obtains research conclusions.The fifth chapter is recommendations. This section puts forward the suggestion for optimal allocation of Anhui Human resources for science and technology according to the results of survey research and statistical analysis.The sixth chapter is limitation and outlook. This section thinks about the limitations of this study and makes some prospect for related issues research in future.
