It has become more and more difficult for enterprises to live in a slow-down economy in China.High-qualitytalentsoncore positions are critical for a company to keep its competitiveness in the market. Enterprises must have top-ranking human resource management to attract high-quality talents. Every human resource activity generates human resource cost. Therefore, it is necessary for enterprises to have in-depth study on human resource cost management so that they can keep the cost under control, and, at the same time, attract, develop and retain key talents.With the thought of controlling overall human resource cost, this thesis focuses on more reasonable and logical distribution and use of human resource cost via improving all human resources activities. The better use of human resource cost can help a company to create a better cultural and motivated environment, to improve its economic efficiency, and finally to find a best input-output-ratio of human resource cost. Detailed study includes:(1)Based on the characteristics and current status of the industrial park field, the thesis takes human resources cost management as the main object of study, paying big attention to the analysis of the current cost management status and coming up with existing problems. The thesis then fully justifies the necessity of improving human resources cost management in company A via problem analysis against operation status and human resources cost management status of company A.(2)The thesis puts forward optimization proposal against human resources cost management in company A. On the premise of overall human resources cost control and with the structural adjustment of organization and human resources, the thesis gives optimized design in compensation cost management, recruitment cost management and training cost management respectively. The optimized designs bring about better distribution of human resources cost, enhanced employee motivation and team morale. Compensation cost management optimization studies improving organization and people structure, job profile analysis together with position evaluation, market-compensation research and layered compensation cost management. Recruitment cost management optimization includes scientifically forecasting recruit requirement, setting up position qualification model, enriching recruitment channel and recruitment results assessment. This thesis also suggests training cost management optimization from training needs research and analysis, training plan build-up, training plan execution and post-training evaluation.(3)The thesis provides a control plan for human resources cost management of company A to ensure the effective deployment and implementation of the optimized solution. The control plan includes setting up and executing the human resources policy, constructing company culture system and enhancing basic work of human resources.All work relates to human resources which then relates to human resources cost. Therefore, people's potentiality needs to exploited and fairly paid. Effective human resources cost management can help promote team morale and to find a best input-output-ratio of a company.
