At Present Equitable Income Distribution Problem

Income distribution is a "eternal subject" in economics , especially in the period that significant transforming happens in society or economic system transfers to a different track , this question often can become the hot spot which the society pays attention specially. Because in the transformation process in the social economy, the personal income distribution pattern also can inevitably have the significant change along with the social economy development. Our country is in economic system transferring period now, the planned economy system and its the distribution pattern are gradually abandoned, at the same time, the socialist market economy system and the income pattern that can adapt with the social economy development are forming. In the alteration process of the new economics system and the old one, the problem that some economics system can not meet the need of the distribution pattern will arise. So, in the economic system transferring period, the gap of personal income distribution will be increased and cause the comment and concern of the people who will change their ideas about the new economics system and distribution pattern. Mr. Arthur. Lewis, a leader of development economics, one of Nobel Prize winners in Economics, indicated that in the development of the society the alternation of the income and distribution is the most apolitical aspect and will cause jealousy and social unrest. It is impossible to work out the practical polices if we could not understand the problem why the change happens and what will be affect. The problem of income distribution must be paid enough attention.To our country it is the original aim and method of the economics reform to break with distribution equalitarianism, to introduce income distribution drive mechanism, to improve the economics development. Since the reform and opening up of the last 20 years and more, the equalitarianism has been broken and the primary distribution enlarged the scope of marketization. The gap of income has become bigger. The efficiency of social resource assignment has been improved. But at the same time, people are award that the gini coefficient of our country has been very large in the world because the wide gap between the rich and poor, which will cause many social problems and bring the long period economics increase. The experience of other countries indicates that the excessive gap of income will go against the social stability and justice. in some countries of Latin America the social contradictions are aggravated and the economic is brought to a standstill because of the wide gap between the rich and poor. In the Fifth Plenary Session of the Party's Eleventh Central Committee it is indicated to consummate the system of remaining the distribution according to work dominant and allowing. several distribution methods to be co-existent. We should insist that all factors of production join distribution process according to the contribution and focus the social justice. We should strengthen the adjustment of the incoming distribution and try to relieve the gap of income between the areas and between some people. Now the income and distribution justice problem has been focus by Party and the state which must be resolved.To resolve the problem, we must make sure of the following points. 1.We should know whether and how the income distribution justice and economic and social development influence each other, what the wide gap of income at current time and the wider gap in future will bring us.2. We should know clearly whether the income distribution in our country is fair and what the criteria of judgment are. We must find what will influence our income distribution justice.3. We should find out the role of our government in the income distribution process and what public policy will be carried on to realize the social justice.In this paper we mainly review the status of income distribution in our country, public policy and the interrelation between them. We try to clarify some otherwise nebulous concepts and put forward criteria of judgment according to which we discuss whether the income distribution in our country is fair. Then we give our government some good advice.The paper is separated to five parts.In the preface, we give the definition of the individual income distribution and describe the definition and connotation of distribution and individual income.In the first chapter, we mainly discuss the concept, characteristic and social meaning of individual income justice.Based on the concept of individual income distribution justice, the seven view points about distribution justice are discussed. We analyze the four characteristic of the distribution justice problem including historicity, class character, relativity and subjective otherness. Besides, we give a summary of the criteria of judgment for our current individual income distribution justice and the social meaning.In the second chapter we analyze the current individual income distribution justice in our country.At first we analyze the current income distribution status in our country from three aspects as follows: the development trend of income differential, the existing circumstance of income source, the people's degree of satisfaction. And then we summarize the five reasons of the income distribution gap such as market development, governmental functions, legality building and so on. At last we give a summary and criteria of the current income distribution justice status.In the third chapter the experience of other countries is learned.Taking the case of ROK, Sweden, Brazil, we introduce the status of income distribution in these country, review the methods to adjust them carried out by their government and seriously analyze the problems in the adjustment processes. At last we summarize the experience of these countries.In the last chapter, we put forward the policy advice on the distribution justice.Analyzing the current income distribution justice status in our country and the experience to resolve this problem in other countries, we put forward policy advice in three aspects: constructing the chance justice, improving rules justice and adjusting ethic justice.
