In order to prevent the private companies from paying less attention to the publicinterests while they earn the economic profits, the governments always regulate theiractivities. This needs to analyze systematically the regulation theories and methods. Thetraditional regulations are inefficiency because the governments did not take into accountthe asymmetric information between the regulators and the under control side. In order toimprove the efficiency of the regulation, the traditional theories and methods should beinnovated. Paying more attention to the deregulation and the cost-benefit analysis inregulation innovation may be a good method. This is also an innovation of my attempt.This thesis focus on the reform and perfection of our nation's regulation system indepth and detail beginning with the analysis in our national regulation theories and methodscombined with the specific practice of the regulation of China and Western. The thesis ismainly divided into three parts:The first part of the text describes, beginning with the premise that "Failure of marketself-regulation" is the essential but not the adequate condition for regulation, describes suchissues as the scope and conditions of regulation, the reasons of deregulation and therelations of deregulation and regulation.The second part aggregates experience and lessons of reform in respect of deregulationinnovation of three developed countries: USA, England and Japan. Then comparativelyanalyzes the status and main questions of our national regulation. Clearly points out that thefocus of China's reform and regulation are deregulation, control costs and the prevention ofinternal regulation failure so on.The last part, based on the former research, advances a number of policyrecommendations about the questions above mentioned.
