In our country, the phenomenon of Wenzhou's Industry Associations and Chambers of Commerce is one of the most popular and difficult topics on studies of non-profit organizations in public management research area. It is important to study the experience of governments' managing chambers and then find the phenomenon of governments' losing positions, both of which have a great impact on urging governments to improve their chamber-administration performances. Because of the institution, currently most of Wenzhou's Industry Associations belong to Wenzhou Industrial and Commercial Union, except Wenzhou Chambers of Commerce, which are established outside Wenzhou. Wenzhou Chambers of Commerce are considered to characterize Wenzhouese style and are attached to the Economic Co-ordination Office of Wenzhou Government. This paper chooses Economic Co-ordination Office of Wenzhou Government as a research sample. By studying the actual operation of administration departments' management of Chambers, we try to set up a theoretic structure of establishing and improving the management institution of Chambers as well as analyzing problems governments are facing with at present in this administration area. According to the aim of this research topic, this paper is divided into six chapters as follows:The Preface introduces the background and significance of choosing the research topic, the publications of the related research inside and outside China, the direction, methods and creative points of the research. Chapter 2 generalizes the measures that the government's agency has taken to administrate the Chambers of Commerce outside Wenzhou. Chapter 3 aims to analyze the main problems existing in the governments' administration on the Chambers of Commerce outside Wenzhou and the factors causing these problems. Chapter 4 discusses the methods of improving the government's administration on the Chambers of Commerce outside Wenzhou, including amending the related laws and regulations, adjusting and reassigning the government's administrative responsibilities, changing administrative styles, and reconstructing the relationship between the government's agency and the Chambers of Commerce outside Wenzhou. The last part is the conclusion of this thesis, stating that in the administration on the Chambers of Commerce, the government's agency must fully perform its functions and properly transfer the necessary administrative power to the Chambers of the Commerce. Only on such bases can the government's agency serve the Chambers of Commerce, promote the healthy and orderly development of the Chambers of Commerce, and serve the whole society in the ultimate.
