Research On The Organization Construction Of Chambers Of Commerce In Jiangxi Province

Since the reform and opening up 40 years ago,China's Chamber of Commerce has been developing and progressing along with the rapid growth of private economy,which has played a great role in the political,economic and social development of the country.The Third plenary session of the 18 th CPC central committee has successively put forward the idea of "separating politics from society" ?“supporting trade associations and trade associations to play the role of self-discipline and professional services” It can be said that the reform and transformation of Chamber of Commerce is imperative.The added value of Jiangxi's non-public economy accounted for 58.5% of the province's GDP in 2017,and the Chamber of Commerce have been showing an active growth trend.With playing important roles in enterprise development and promoting local economic development,all relevant departments pay more attention to Chambers of Commerce.Therefore,it is necessary and important to study the construction of Chambers of Commerce in the whole province.This paper collecting relevant document and data of domestic and aboard chamber of commerce,and of Civil Affairs Departments,Federation of Industrial and Commerce,chambers of commerce,apply the methods of literature induction,comparative analysis and case study,analyzing the current situation,problems and causes of the development of the chambers of commerce in Jiangxi Province,to find out the main problems of chambers of commerce development,including:Weakness of workplace and work force,Poor of President's Political Guidance Ability and members' strength,Low registration rate according to law,Unbalanced development level,Lack of attention and the guidance of the Federation of Industry and Commerce to chambers of commerce.Based on the successful experience of chambers of commerce in the United States,Japan,Germany and HongKong,investigation of some chambers of commerce in Fuzhou,and the practice of the construction of the chambers of commerce under the guidance of The Federation of Industry and Commerce of Jiangxi Province,and case study of the Jiangxi Private Entrepreneurs Association,this paper lead a countermeasure research of Jiangxi chambers of commerce development,and provide suggestions of promoting chambers of commerce development including: formulating the laws and regulations of the chambers of commerce,constructing the institution framework of the modern chamber of commerce,comprehensively deepening the reform of the chambers of commerce,complete the chambers of commerce system construction,Establish Jiangxi Characteristic Research Center of Chamber ofCommerce Organization,Strengthen the "Four-Good" standard to build a service-oriented chambers of commerce,enhance financial and taxation support for the development of chambers of commerce,strengthen the guidance from federation of industry and commerce,to bringing positive influence on the development of the chambers of commerce in Jiangxi Province,and promote the self-construction of the Federation of Industry and Commerce in Jiangxi Province,and accelerate the sustainable and healthy development of the non-public economy in Jiangxi Province.
