A Study On The Government Function In The Development Of Non-local Commerce Chambers Under The Background Of Transformation

As a special social organization,non-local commerce chambers were deprived from ordinary commerce chambers and have sprang up in decades all over the state.They are playing a unique role in many aspects trading,economic development,social management and public services as an emerging organization.However,the government departments in the management of non-local commerce chambers there are still many problems,which hindered the further development of the non-local commerce chambers,and can not adapt to the transformation of government functions and administrative system reform needs.Therefore,to study the reason,which government administration bring dilemma to the developing non-local commerce chambers,and explore a reasonable management mechanism,has a important meaning to the reform of administrative system and the transformation of government functions from “omnipotence” government to “service-oriented” government.Through the interpretation of government functions and the theory of non-local commerce chambers,taking Yongjia Chamber of Commerce in Hangzhou as the subject,this article analyses the present status of development and the facing troubles of Yongjia Chamber of Commerce in Hangzhou,reveals the the reason,which government administration bring dilemma to the developing non-local commerce chambers,and use the theory of governance,government function theory and other related theories to analyze the relationship between government and non-local commerce chambers.Explores how to provide scientific administration to non-local commerce chambers and establish reasonable management mechanism,such as:improve laws and regulations,clear the boundaries of government functions,strengthen macro management,guide non-local commerce chambers self-improvement,which might improve the scientific management of non-local commerce chambers and establish a reasonable management mechanism.
