From the spatial-agents strategy gambling angle, this paper discussesthe policy-prevailed concentration of industry. The author believes thatthe essence of the industrial-agglomeration is a result of which thespatial-agents choose mutually, and manifests the equilibrium of spacestrategy among the spatial-agents. As the economical intervention mainbody government, its involvement is affecting the choices of spatialstrategy of the micro-agents. In our country economy reforming time, thegovernment has the ultra-strong ability, in intervening economy. Thegovernment already may draw support from the policy strength to bepossible to induce the industrial-agglomeration in the specific spatial, aswell as, step up the concentration efficiency through the policymechanism of efficiency-promotion of industrial-agglomeration. In therealistic economical development, government's policy should moremanifest in the efficiency in promoting specific industry-agglomeration.First, this paper introduced the general conception, the mode offormation of industry-agglomeration and the influence on regionaleconomy development. From the levels of policy function, proposed thepattern of the policy-prevailed industrial-agglomeration, and the twospatial carriers. The author pointed out, during the fasteconomical-reforming period, some general questions appear in ourpolicy-prevailed industrial-agglomeration.
