In order to fulfill the goal of guaranteeing the sustainable development of SME, the following two aspects will necessarily be taken into account. On one hand, we must realize the perfection of institution and system, the transformation of government functions, the full play of the role of management, expansion of financing channels, and improvement of the credit guarantee system and the supply of public information service platform which concur in framing a favorable external environment for the development of SME. On the other hand, SME have to rest a wise positioning, build a 'people-oriented' development concept, implement diverse development model, establish the comprehensive, coordinated and sustainable scientific development concept and enhance their own development capacity which enable SME to make a due contribution to the revival process of old industrial base in northeast China.
