Thus, it'simminent to establish a mechanism to deal with anti-dumping. Based on the deepanalysis of the suffering, response and reason of anti-dumping, the paper analyzes thereason why enterprises in Jiangsu are in a disadvantaged position when they respond toanti-dumping. With game theory, it points forward that to respond to anti-dumping is akind of systematic and interactive engineering composed by government, tradeassociations and enterprises. Then, this assay studies the roles of the above-mentionedthree parties with polycentric governance theory. As the organizer of the mechanism,trade associations should play prominent role in both governance system and industrialgovernance system. While government is a key supporter and enterprises is the mainstayof the anti-dumping responding mechanism. In this mechanism, government shouldmanage on the following aspects: legislation, market, political and human resources inorder to play important and supportive role. Trade associations should strengthen thereform on hierarchical structures and self-governance. Also, it should handle therelationship with government as well as enterprises. The enterprises should make fullpreparations in the whole process of anti-dumping lawsuit.
