The competitive advantage of modern enterprise mainly rely on"Human resources", and more and more enterprises begin to improve strategic management in human resources and pay great attention to human resources development as well as increase its value and productivity through human resources management. The enterprise's competitive force is decided by human resources management level. So combined internal&external environment and appearance&development of human resources management, the thesis analyzes that lacking in human resources management strategy will lead to potential risk in enterprise development and points out that establishing strategic human resources management system has positive effect on increasing competitive force. Strategic human resources management system not only helps enterprise better planning in human resources, but also can perform human resources function effectively at different aspects including recruitment,training,salary encouragement measures,performance review and employee career design. Through effective encouragement and restriction in personnel management, the enterprise can easy to achieve its strategic goal. Moreover, the thesis thinks that it is necessary to set up scientific human resources management system and effective management methods to cope with understanding mistakes as well as deficiency in this aspect. The enterprise should learn international advanced management experience, so that it will have stable basis to obtain international competitive force.
