This paper aims to study the relationship between human resources and organizational core competitiveness of enterprises, research how to integrate the human resources effectively to enhance enterprises core competitiveness issue. Paper focus on the establishment of human resources management system and enhance core competitiveness of enterprises and the relationship between the significance of the enterprise ,in order to clarify the fierce competition in the market access to core competitiveness, we must strengthen the organization's human resources management and look for effective human resources integration strategy. Paper summarized the core competitiveness related theory on characteristics of the times and carry out research and analysis on the basis of their core competitiveness to the ultimate source of the initiative is to organize'the resources - people. Based on this premise, the paper put forward to combining the institutionalization of human resources management with flexible construction of the corporate culture as an effective way to integrate human resources and focus on this issue, "the election, education, employment and keep people" and other aspects of our human resources management in many defects at this stage, especially in the management of the lack of culture, put forward to achieve the integration of human resource organizations and the establishment of an effective human resources management system through human resource management and corporate culture of interaction perfectly, enhance their core competitiveness of the purpose of ideas.
