Government Performance Evaluation Of Empirical Research

Government performance measurement is a hot and difficult problem in the area of public management. Since 1980, government and public organization performance measurement have gained a great attention together with the start of new public management movement and the government recycling campaign. In China, as gradual deepening of the reformation in political system and extreme adjustment of government functions, governmental management mode is gradually changing from direct to indirect. In this process, government performance measurement is of great practical significance for the government to overcome the bottlenecks in government management, to realize the innovation of management mechanisms, and to improve government performance. Based on this, to study and learn the advanced experience in government performance measurement from western countries, to use the scientific method for evaluation and analysis of the government performance, to construct government performance measurement system adaptable to the current Chinese situation, applied to practical problems in order to test the current government's operational efficiency and to note a possible way for performance efficiency improvement, is the issue that I try to solve in this paper. The main research work completed as follows:1. Summary the definitions of government performance evaluation made by domestic and foreign scholars, clearly define its connotation and extension. That, in essence, the performance measurement is a systemic course of measuring and determining government performance made by the measurement main body with systemic index system and the scientific evaluation means, focused on the goal of achievements in the performance level; Describe the development of the performance measurement at home and abroad, in foreign study focus on government performance measurement studies in the United States, the United Kingdom, the South Korean, research in the country, mainly on its categories and features. 2. Introduce the basic knowledge, theories and principles, also problems established in the government performance measurement system.3. Propose 39 objective indicators adaptable to the local government performance measurement on the basis of conclusion about design ideas and technical methods of relevant domestic and international index system through in-depth research; establish the objective data measurement system for 30 Chinese provinces and cities' performance measurement, based on the factor analysis.4. Note each local government performance from each grade, analyzing the results of seven statistical factor analyses on 30 provinces and municipalities.5. Introduce the traditional DEA method, explain the economic implications about DEA effective, and expand it to the DEA only output, give the multi-target DEA output for the combination of factor analysis. Under such circumstances, because the various output components (factor) can be expanded in different ratios(i.e. variance contribution rate) , we can consider the issue of relative efficiency under the objective direction in different levels, analyze various provinces and cities whether in the forefront of production for application of this model, and to analyze its possible improved direction.6. Carry out Panel data analysis by using integrated scores from factor analysis, compare the impact of performance factor on integrated scoring in seven governments of eastern, central and western regions, and find the lagged factor. provide policy recommendations for the government performance effective development.
