The Research Of Performance Measurement Of Local Government Basic Public Services

In recent years, more and more scholars have began to do researches on government performance evaluation, also government began to pay emphasises on government performance evaluation and treated it as a mean to enhance the level of public services and public satisfaction. However, with the starting of new public management theory, service-oriented government has become a goal of government to reform, so the current evaluation systems of government performance should be further studied and improved.Also,the government's basic duty is to improve basic public service for people, but it is fare about the basic public service. The Empirical studies on performance measurement of government basic public services are very fare. So, to further the studies plays a very important role not only in theoretical value, but also in practical significance.This passage includes five parts:The first one summarizes and analyzes the domestic and international theory of performance measurement on building index system, which lay solid theoretical foundation for the following studies. The second-part proposes four index systems of government basic public services, including the total investment index systems, Function emotional indexes systems, personal feelings and social emotional systems, then introduces and makes choice of the methods for government basic public services evaluation; The third part evaluates the government basic public services by using the factor analysis method; The fourth part conducts an empirical analysis about Hunan Province using DEA model, then uses panel-data model to analyze the relationship between Malmquist indexes and factors; the last part proposes the conclusions, policy recommendations, and following-up studies that need to be improved.There are may be two main innovations in this paper:the first is to improve the existing Index System. Based on function of government, hierarchy of needs, civic value theory, this paper propose a performance evaluation system of government basic public services, making up for the shortcomings of the current assessment system. The Second is to improve the current methods. This article attempts to use results of factor analysis as the products output for DEA efficiency assessment. Firstly, do theoretical research in improving the DEA models with negative variables. Secondly, study the relationship between factors and Malmquist indexes to find ways of improving basic government services.There are three main research results. The first is in Hunan province, the regions of different economic levels vary in the performance of local government basic public services, expansion space in scale efficiency, and expansion space of technology diffusion. The second is to improve the performance of government basic public services, we must improve total factor productivity, and hence we need to promote comprehensive technical efficiency and make good use of scale efficiency. The third is to improve health services, and civic life services we can begin with enhancing the efficiency of all elements, so we can improve the performance of government basic public services. In order to improve the level of infrastructure services, we can improve the integrated technology efficiency, and the efficiency of technological progress.
