The research of City competitiveness is drawing lessons from the top of the foundation of international competition ability and district competition ability research to develop gradually. It mainly is research way of thinking and method which draws lessons from an international competition ability to the research of city competition ability at home and abroad, lay particular emphasis on the diagraph and the evaluation of studying the city competition ability. Currently, domestic mathematics method that city competition ability adopt when evaluating mainly includes the following a few kind:principal composition analysis method, factor analysis method, regression analysis method, data to wrap the analysis method(DEA), administratve analysis, misty curve method and layer with many the factor is comprehensive to evaluate a method.This text with domestic substantial evidence analysis frame for foundation, which draws lessons from the evaluation type of foreign city competition ability and studying result of domestic substantial evidence .It is including mainly analysis of the competition ability of four coastal cities in China in2005 .Describing analysis reveals the basic circumstance of four coastal cities:Dalian, Qingdao,Ningbo and Xiamen, meanwhile,substantial evidence analysis can carry on the comparison of item and the comprehensive of comparison to the competition abilities of four cities, and lead into ocean economic which is the common characteristic of the coastal city for carrying on a comparison analysis. From the city competition ability facet,it points out the excellent and weakness of four city competition abilities, meanwhile, analyzes it's respectively excellent and the weakness, still puts forward a suggestion. According to Dalian place of the circumstance under inside and outside competition pressure, on the basis of the excellent and weakness which this text analyzed of three other cities. In the end,it put forward a suggestion for speeding development of Dalian. The ocean economy is the characteristic that the coastal city has totally, this text chooses 11 index signs of the ocean economic. The city competition ability model which didn't lead the ocean economy into includes 40 index signs and 160 original datas into the city competition ability model of,; the city competition ability model which leaded the ocean economy into include 49 index signs and 196 original datas after except for the repeated index sign. This text substantial evidence analysis is by using SPSS to carry on the calculating, for getting the score of item index signs and comprehensive the index sign of city competition abilities of four cities, and rank sequence according to score of this four cities,than analysis the computing a result and ranking sequence.
