Other cities rely on the resources of land resources, urban development must be built on certain land resources on the basis of supply. With China's sustained and rapid economic growth, the real estate development and the accelerated process of urbanization, China's cities the demand for land is increasing continuously. Reform of the system of urban land use, urban land to China's "two-track" supply, or transfer payment methods and the means allocated land. As cities in the surrounding rural land is relatively easy, relatively low prices, these incremental land supply, exacerbated by the extension and expansion of urban land use. At the same time, land for the waste and tension coexist, urban land supply out of control.City land supply is to achieve urban land rational allocation of resources, optimizing land use structure, improving land use efficiency of important ways. City land supply related to a series of institutional arrangements, including land property rights system, the planning system, the land requisition system, the reserve system and transfer system, land use control system and transfer system, the tax system, and so on. The combination of this series system formation and implementation of the entire city land supply operating mechanism.Judge the validity of an institution of arrangements, in addition to its rules is perfect, the institution depends on the implementation mechanism is sound. Our urban land supply institution arrangements are very complex and comprehensive, but its implementation mechanisms are not perfect and effective. One reason for this, some institution arrangements are unreasonable; On the other hand, the institutions operational mechanism is designed unreasonably.Papers for the first chapter is introduction, the analysis of the background and significance of the study the performance of the urban land supply mechanism and optimization, an overview of domestic and international research evolvement of urban land supply, and introduction of the ideas, contents and methods of analysis.Chapter II defined the relevant concepts of the land and urban land, urban land supply, urban land supply mechanism, explored the basic theories of the performance analysis and optimization of urban land supply mechanism, including land rent theory, property rights theory; land use theory, market failure and government failure theory.Chapter III reviewed the background of our urban land supply mechanism formation and development, including the formation and evolution of land ownership rights institution, land using right institution, and the establishment and development of the land market, and analyzed the country's urban land supply mechanism composition and internal structure.Chapter IV analyzed the urban land supply mechanism operating performance, first briefed on analytical methods, explored the land supply mechanisms objectives, and preliminary evaluation standards of the operational performance, and analyzed the performance of whole country, and then further analyzed the urban land supply problems and the urban land supply mechanism defects.Chapter V studied urban land supply mechanism for optimizing, from property rights, government, and market three perspectives. Put forward some ideas and suggestions for urban land supply mechanism optimization in the three aspects of improving land property rights institution, reforming of the government institutions and the internal mechanism of incentive and restraining, improving and expanding the market mechanism.Chapter VI sums up the paper, first summarized the main conclusions and policies recommendations: The imperfection of urban land supply mechanism is an important reason that leads to the malfunction of urban land supply institution, it is necessary to optimize urban land supply mechanism to ensure the effective implementation of urban land supply institution.
