With the fast development of our country economy and the establishment of world processing factory's status promote the quantity and scale of our country's harbor along coast or river a huge growth. Our country has raised a new high tide for harbor construction. In the developing process of these harbors, some questions have appeared, such as unreasonable function localization of harbor, seriously excessive competition, huge resources waste and building redundant project. On the one hand, these questions cause low harbor operation benefit. On the other hand, it has also fettered the healthy, continual, fast development of region economy.General Secretary Hu proposed an important instruction that port development needs exploiting advantages, seizing opportunities and coordinating development deerskin August,2003,the Ministry of Communications advanced that seaports must accelerate the integration of resource, break through the limit of administration territory and take full advantage of the port cluster in one directive document. In 2006,the Ministry of Communications further confirmed this idea in a layout of national seaports.Based on competition and cooperation theory, This thesis has analyzed the development and present competition situation of the link Persian Gulf harbor in north part of our country group as well as the advanced conformity experience of the domestic and foreign harbor group, and has utilized factor analysis, a statistics quantitative analysis method, to quantify and arrange the competitive power of several major ports in north part of our country. Finally proposals about the north harbor group conformity are put forward in the above research foundation, so as to make a contribution to the link Persian Gulf harbor group construction as international shipping center.
