With the era of globalization, the competition among the enterprises will be unusually fierce, who owns the core competence that could survive, even be evergreen. In the knowledge-based economy, the enterprise's core competence mainly contains the technical innovation capability. Whether in product or service, technical innovation capability requires abundant intellectual capital. According to Yount & Snell's opinion, this paper divided intellectual capital into human capital, organizational capital and relational capital. And enterprises should invest in human resource management practices to get these capitals, finally enhance the technical innovation capability which fits the character of enterprise.This paper focused on the reaearch of enterprise's technical innovation capability, discussing the precess mechanism of HRM practices influencing technical innovation capability. Based on abundant literature research, we divided HRM practices into three types, which respectively influenced three types of intellectual capital (human capital, relational capital and organizational capital) .Furthermore, during the research process, we took the intellectual capital as the intermediary variable in the research frame in order to further enrich the assumptions.After we confirmed the research frame, first of all, we took TianTong Company as case study, and supported the research frame; then we took the domestic enterprises as study objects, sent out 260 questionnaires, and got 164 valid ones of them; at last, we did date analysis, this paper's main empirical analysis results as below:(1) Study variables are significant different in control variables. For example, the organizational capital and incremental innovative capability are significant different in the enterprise nature; organizational capital, incremental and radical innovative capabilities are significant different in the industrial types of main business, and so on.(2)The more HRM practices influencing intellectual capital, the high intellectual capital is.Three types of HRM pracitces are positively related to the three types of intellectual capital, with relative high regression coefficient.(3)The more intellectual capital, the high technical innovation capability is. Especially human capital to radical innovative capability, organizational capital to incremental innovative capability, they are both critical, as the regression coefficients are both high.The relational capital is only positively related to the radical innovative capability.(4) HRM practices may through intellectual capital to indirectly influence enterprise technical innovation capability. This paper approves the intermediary role of intellectual capital according to the data analysis result.(5)This paper's complementary analysis gives us a result: human capital is positively related to the incremental innovative capability.
