So far, the star-level hotels in China have been up to or almost to the international level except for unbalanced supply or monotonous character in products. A dynamic balance should be kept between the star-level hotel and its market's demand.Taking Xi'an City --an international tourist city as an example, with the help of SCP theory and the business structural theory, the author, in the hope of offering a reference and idea for future investment and development of star-level hotels in Xi'an, studies the structure of Xi'an star-level hotels, points out its present structural defaults and explores a way to establish a reasonable structure of the star-level hotel via the qualitative and quantitative methods as data analysis, comparative analysis and concrete evidences.Based on the star-level hotels in Xi'an, the author sizes up the present growth situation from the multiple perspectives as ranking size, product type, spatial distribution and managerial beneficial ability, and points out the significance should be attached to its structural problems in the process of gradual enlargement of its size, such as disharmony between ranking number supply structure and market demand, structural defects in its product type, the divorce of its spatial distribution from the city growth and a slant in the beneficial structure. Moreover, the author gives a thorough analysis of the structural problems from the aspect of investment body, business nature, policy and management and therefore comes up with the strategy to set up a more reasonable star-level hotel in Xi'an, namely, laying out strategic plan of developing star-level hotel, large-scale and group management, scientific construction, policy insurance, attaching great importance to talents' exploration and cultivation and stressing the concept of sustainable development. The author creatively points out the methods on how to optimize the star-level hotels in Xi'an, such as enhancing beneficial level on the whole, actively developing major hotels and feature hotels, adding the new traffic network and new economic marketing distribution, and meanwhile, offers the right and method of operation to balance the supply and demand structure of star-level in Xi'an such as enhancing the business capacity of the five-star hotels, moderately developing the four-star hotels, wholly activating three-star hotels and encouraging to develop lower-star hotels on the large scale.
