Enterprise-specific Shoreline Use Performance Evaluation Studies

With the economic globalization and the development of China's international trade, the function of ports has become more and more important, the concepts of "Booming with the ports" and "developing with the ports" have been the internal impetus of the port cities and even the regional economic growth of ports .Ports construction demands the support of excellent resource condition of shoreline. As the non-renewable resources, the rareness of shoreline becomes increasingly evident. Nowadays, there are not so many shorelines which are used to construct large-size deep water port.Enterprise specialized shorelines take a great proportion of used shorelines. There are a lot of problems in enterprise specialized shoreline utilization, such as "utilization before sanction"," occupation without utilization", "using deep water as shallow water", "occupied more than utilization". These phenomena influence the development of port construction and city economy. At present, the evaluation of shoreline utilization efficiency is at the stage of beginning. There is not an integrated evaluation index system and method for reference. To build up an evaluation system of shoreline utilization efficiency is necessary. The paper focuses on the enterprise specialized shorelines, providing the reference to other shoreline utilization research.Based on the analysis of enterprise specialized shoreline utilization and evaluation methods that have been used, the paper does research on relative problems, summarizes domestic and overseas research status, raises the conception and way of research; secondly, establishes an evaluation index system of enterprise specialized shoreline utilization efficiency which studies and evaluates comprehensively on four aspects, those are: technical efficiency, economical efficiency, social efficiency and environmental efficiency. According to the character of enterprise specialized shoreline utilization efficiency evaluation, the paper combines the qualitative analysis and quantitative analysis to evaluate it with Fuzzy Comprehensive Evaluation method.With the investigation of three enterprises by the shore: Baoshan Iron & Steel Company, Shanghai Petrochemical Company, Shanghai Zhenhua Port Machinery Company, researching on the evaluation indexes, the paper evaluates the enterprise specialized shoreline utilization efficiency with the method mentioned above. With the analysis of evaluation consequence, the paper also raises some suggestions in the improvement of enterprise specialized shoreline utilization efficiency. Finally, an enterprise specialized shoreline utilization efficiency evaluation program in VB program language is designed to make the evaluation method more operative and practical.
