Hu Jintao's Three Rural Thought

On the basis of the succession of previous experience, in light of the new situation and new problems of China's agricultural development,Comrade Hu Jintao,as the core of the party's new leadership, has raised many important thinkings to promote China's agricultural development by way of deep thinking and bold innovation,which have laid the theoretical foundation for solving the "three rural" issues quickly in the new century. Timely studying and accurately grasping these ideas,there is a direct practical significance to implement the party's line, principles and policies correctly,improve agricultural production capacity, pool urban and rural development, increase farmers income,build a well-to-do society and accelerate the building of a new socialist countryside.Firstly,the paper starts from the process of the the formation and raising of Hu Jintao's "Three Rural" thinkings,counts the conferences and the several "No. 1" Documents one by one from 2002 to 2007, from 3th Plenary Session of 16th session, 4th Plenary Session of 16th session, 5th Plenary Session of 16th session, to 6th Plenary Session of 16th session conferences as well as the middle several Central Conference on Rural Work,and combs the development course of his thinkings from above and the various aspects of "Three Rural" issues concerned by him in all periods.Secondly, the paper mainly discusses the theoretical source and the practical basis of Hu Jintao's "Three Rural" thinkings. From Marx, Engels, Lenin and Stalin to Mao Zedong, Deng Xiaoping and Jiang Zemin, they have conducted in-depth research On this issue. Their thinking under accumulated valuable experience to address contemporary China "Three Rural Issues",and become a theoretical foundation of Hu Jintao's "Three Rural".The practical basis of Hu Jintao mainly refers to the conditions of China's rural economic development and the living conditions of farmers. Especially since the 16th CPC National Congress, the party and the state has adopted a series of new policies and new ideas,China's "Three Rural" issues have been eased, but have not been fundamentally resolved,at the same time some new situations and new contradictions turn up, such as slow growth of farmers income ,the lagging of countryside social development, some unavoidable side effects caused by certain present agricultural policy Etc. These problems directly affect the formation and development of Hu Jintao's "Three Rural" thinkings.The third part of the paper mainly analyses the main contents of Hu Jintao's "Three Rural" thinkings.The contents of Hu Jintao's "Three Rural" thinkings are very rich, mainly contain five parts: the status of "Three Rural" issues-"the most important task for the whole party", the core of "Three Rural" issues-increasing the income of the peasants, the guiding ideology that solves "Three Rural" issues-the scientific concept of development, the ways that solve "Three Rural" issues-coordinating urban and rural development, industry's nurturing agriculture and cities' supporting rural areas, the current goals-constructing socialism new countryside.The fourth part of the paper mainly inquires into the theoretical and practical significance of Hu Jintao's "Three Rural" thinkings.Theoretically speaking, Hu Jintao's "Three Rural" thinkings are the inheritance and development of Mao Zedong, Deng Xiaoping and Jiang Zemin's "Three Rural" thinkings.The quintessence of his thinkings are respecting the national conditions and seeking truth from facts. Its contents are full of the spirit of science. His thinkings have not only enriched and developed the scientific socialism of Marxist theory and the content of political economics, but also provided a new idea for the country's agricultural development, particularly are of important guiding significance for solving "Three Rural" issues at this stage in China and building a socialist harmonious society. In practical terms, under the guidance of his thinking, our party and the government have taken measures to having speed up the building of a modern agricultural industry system, promoted the industrial management of agriculture, vigorously strengthened the building of the modern agricultural market system, which provide a strong backing for the development of modern agriculture, comprehensively promote the development of rural education, culture, health, pension and other social undertakings,gradually narrow the gap between the urban-rural social cause development, promote the development of the rural political, economy and various social undertakings,and make a thriving rural scenes.The major innovation of this thesis is to explore the essence of Hu Jintao's "Three Rural" through multi-level and multi-angle analysis on the thinkings, With a view to preliminary grasp the ideas to solve the "three rural" of our Party in the new era.Certainly,we must see that the solution of "Three Rural" issues is not overnight.
