A Research On New Rural Construction From The View Of Scientific Concept Of Development

Since the reform and opening up, especially the Sixteenth Congress, our party put forward to solve the " issues of agriculture,farmer and rural area" issue as a top priority of the strategic thinking of party, to make the major judgments that our country has genernally entered the developing stage of industry promoting agriculture and city promoting rural.The fifth CPC Plenum session of the sixteenth central formally made on the deployment of a new socialist countryside construction. And then, the publication for "the CPC Central Committee State Council on Promoting the Construction of a new countryside views" has pointed out the direction of new countryside's construction. The policies of socialist new countryside's construction has been proposed and implemented, which is the necessary requirement for socialist modernization with Chinese characteristics, is the application of scientific concept of development,is a new idea about comprehensive solution to the "issues of agriculture,farmer and rural area", and is an inheritance, development and practice about a central series concept of break after the " issues of agriculture,farmer and rural area ".New rural construction is the top priority of China's economic construction. "Twelve Five-Year" Plan stressed that in the deep development of industrialization and urbanization,to proceed with further development of agricultural modernization, and speeding up construction of new socialist countryside, changing rural backwardness, to achieving the agricultural modernization and industrialization and urbanization coordinated development, fomating a new pattern of integration about urban and rural economic and social the development.Economic development of agriculture and famers'income level have been long far behind the industrial economy and the income level of urban residents, this situation has seriously hampered the pace of development of our national economy.Therefore, under the guidance of scientific concept of development theory, in accordance with the requirements for "the development of production, affluent life, civilization, clean and tidy villages and democratic management", establish and improve industry promoting agriculture and urban with the rural system, a balanced allocation between urban and rural areas public resources, urban and rural development planning, land use, industrial layout and infrastructure, thus speeding up the construction of new socialist countryside, improving farmer incomes and promoting the common prosperity of urban and rural areas.Although the government and the community construction have pay more and more attention into development of rural areas, but at this stage, the process of building a new countryside is still facing many problems.In this paper, the basic Marxist stand, viewpoint and method to implement the scientific concept of development as the background theory,to analyze new rural construction, systemly describes the scientific concept of development is our Party's new development of the guiding ideology and construction of new socialist countryside is a concrete manifestation of the scientific concept of development, scientific development concept and building a socialist new countryside is a guiding ideology.On the basis of existing theory to the central authorities of the new construction, "the development of production, affluent life, civilization, clean& tidy villages and democratic management" approach required twenty words as an index,an analysis has been deeply done about the lack of scientific planning and rural development, ignoring the farmers'dominant position in the construction of new countryside, lacking of personnel in the new countryside, the new cultivated land area decreased, rural social undertakings lags behind grassroots organizations are still weak, environmental degradation issues and have the reflection for construction of new socialist countryside development model.Concludes that "agriculture develop Village", "Interactive develop of the village enterprises", "branch led Village develop", "leading industry develop Village," "capable to lead the Village develop" models,etc. And also summarizes suggestions about the future construction of new countryside that scientific preparation of the new rural development planning should be adapted for the local conditions, give full playing the main role of farmers, to speed up implementation of the new rural construction personnel returning mechanism,have on the way to agricultural modernization with Chinese characteristics, achieving comprehensive development of rural social and public utilities, strengthen rural grassroots organizations, the implementation of new rural environment to accelerate the building of sustainable development.This paper analyzes the inner relation between the concept of scientific development and new rural construction, and to explore how to carry out socialist new countryside construction at this stage on the viewpoint of the concept of scientific development, in order to promote the coordinated development of urban and rural areas, and through the building of new countryside to improve rural conditions of production, increase farmers income and living standards, so that the majority of farmers to share the great benefits for the modernization of China's reform and opening up, give the theory of reference for the construction of new socialist countryside to solving the "issues of agriculture,farmer and rural area".
