Through theinvestigation of farmers’ financial needs can understand the new rural construction in theexisting problems and difficulties better. On one hand, farmers’ income source is singleand low,but on the other hand the productive expenditure is relatively high.Compared with economic development level is in economically developedprovinces，such as Jiangsu province, Zhejiang province, Guangdong province，Anhuiprovince economic development level is low, still have bigger difference, especially in therural areas. Anhui province rural finance development starts later, a small scale, at thesame time is relatively confused, financial institution and the informal financialinstitutions cross each other, which is mainly subjected to Anhui Province in the overalleconomic development level, the rural financial problems also restricts the overalleconomic development of Anhui province.Scientific outlook on development, is the Communist Party of China on China’seconomic development to make reasonable planning, it requires the development of ourcountry economy must adhere to the people-oriented, overall, coordinated and sustainable,the rural financial development has a definite guiding significance. Rural financialdevelopment should not only follow the rules of market economy, need more scientificand reasonable planning. Rural financial development should be people-oriented, becauseof the needs of economic development, development achievements to let people share. Atthe same time, the rural finance development should be sustainable can adapt to thecurrent economic development. Therefore, the development of rural finance reform canuse the scientific outlook on development as the guidance.Based on the current development of our country rural economic situation as theresearch background, system review of rural financial development theory and relatedresearch, a brief review to the study, based on the theory, through the investigation andanalysis of data processing, from farmers perspective comparative analysis of the Anhuiprovince a few regional rural financial demand characteristics, and the use of empiricalanalysis method for inspection of rural financial demand, influence factors, and on thisbasis, combined with the scientific outlook on development put forward to develop the countermeasure proposal of rural finance in Anhui province.
