While Chinese economy growing rapidly and openness to foreign stepping forward, enterprises in China is facing to a more serious competition. There are both chances and challenges in furious competition. Most of enterprises are concerning about how to get continuous advantage in this furious competition. New version of Chinese Labor Law published recently values long-term employment, which seems to add stress on enterprises in such serious competition. However, on other perspective, it hints that committed employees should be trained. High performance work system (HPWS) is a potential option to these enterprises.This paper focuses on the way how human resource high performance work system helps improve organizational performance through employees' organizational commitment. By reviewing previous work on strategic human resource management, high porformance work system and organizational commitment, the author puts forward a research model including two basic hypotheses, one of which is about the human resource high performance work system's content and dimensions of its characteristic, and the other is about the mediate effect of organizational commitment.In order to test basic hypotheses and get an overview to the model, the author processes a research by two steps. Firstly, the author interviewed 22 HRM related workers in 14 companies and surveyed 95 companies to find out the content of HPWS in China. Secondly, the author surveyed 340 employees in 85 companies in 37 sub-industries and tested organizational commitment's mediate effect by multiple linear regression model and industry's moderate effect by hierarchy linear model.The conclusions are as follows: (1) human resource high performance work system in China has such four dimensions: ability focus, performance motivating, participating and coordinating, and normality of management. (2) human resource high performance work system has a significant positive link with employees' affective commitment and continuance commitment. (3) Employees' affective commitment is a mediate in the way human resource high performance work system affects organizational performance. (4) The effect of human resource high performance work system can be better in Electronics and communications industries and industry's Capital intenseness and growth moderate the effect from human resource high performance work system to organizational performance.
