To 1998, China's large-scale land development and consolidation projects have been carried out for nearly 10 years, the most of consolidation land has been put into use and acceptance, but whether all of the projects have achieved the desired result.,it have no way of knowing.The large-scale specialized China's land development and consolidation projects still stand in a preliminary stage. The implementation process will be successful and failure. Currently the area that the successful and unsuccessful experiences that have been obtained how to convey to the designers of follow-up projects and perpetrators is devoid of of research . So right land development and consolidation projects' ex post evaluation studies become a more urgent issue. According to the law of project cycle, the ex post-project evaluation should be the nexus role, but it is often overlooked because it is precisely in a transitional stage.Presently, the demand of the ex post evaluation of Land Consolidation Project increase, and industry department has yet to attention.This article based on the topic as the starting point for studying the ex post evaluation of Land Consolidation Project .The content have two levels. The one hand it is to discuss ex post-project evaluation's mechanism and management system, Only clear the organizers, and the beneficiaries of the implementation, evaluation missions can be carried out.
