Study On Post-evaluation Of Land Consolidation Project Based On AHP-FCE Model

Land consolidation as an important means of sustainable land use, not only fundamentally increase the quantity and quality of arable land, but also brought great economic, social, ecological and other comprehensive benefits. In this paper, basis of a land consolidation project in Jiangxia District, Wuhan, Hubei Province, establishment of a scientific and reasonable evaluation index system, using a multi-level fuzzy comprehensive evaluation method of the project after the land consolidation project evaluation of overall benefit. The results show that Process evaluation scores in the project area is 63.24, reached a "good" level; economic scores increased from the 46.40 to 94.88, the evaluation rating from "moderate"to"excellent "; social scores increased to 73.27 from the 37.40, rating scale from "poor " to "good "; eco-efficiency scores increase from the 39.93 to 73.03, rating scale from "poor " to "good "; overall efficiency score increased from the 38.72 to 83.85, rating scale from "poor " to "excellent",realized process, economic, social and ecological efficiency of harmonization, meet targets for land consolidation.This thesis is divided into five chapters:The first chapter is an introduction.This chapter introduces the reseach background and significance,describes the land consolidation project at home and abroad after the evaluation of overall efficiency of the current situation and focus the direction of the end of this chapter introduces the technology roadmap of this study.The second chapter is the theory of model construction.In this chapter,it is the frist to introduct the basic concept of post-evaluation of land consolidation, such as the theory of post-evaluation of item and the theory of post-evaluation of land consolidation.Then introduces the method of AHP and FCE(Fuzzy Comprehersive Evaluation),such as concepts,mathematical expression,etc.The third chapter introduces the condition of study region.The chapter begins with an overview of the study area's location, natural conditions, socio-economic conditions of the basic situation; Then, introduces the contents of the project and the capital usage.Chapter IV is the focus of this study and the core of the research.It mainly introduces the AHP-FCE model established procedures and methods of post-evaluation of land consolidation project.On the basis of establishment the appraisal trarget system, then collecting, processing, analysis the data, then standardization all of the data, ues Efficacy Factor Method to determine various targets classification standard. The weights are ameliorated by applying the analytic hierarchy process, then according to membership function determination evaluating indicator degree of membership matrix, at last established AHP-FCE model of post- evaluation of land consolidation project,then multiplication header values matrix, reflects various benefits achievement clearly by the value form,then carries on the analysis to the measure results.Chapter V is the conclusion and prospect. Tn this chaper,all the research achievement were summarized.According to the above analysis,this project has obtained "excellent" rating scale, achieved the anticipated reorganization goal.And aims at the questions in this project,propose some suggests.
