With the development of China electric utility industry innovation, the distribution network and even transmission network will be opened in the near future, pool and bilateral trades model will be adopt, Retailer(R) or Distribution Owner (DO) will represent the little user to participate market trades, so that the power retail market can be built up finally. In the electric power retail market, Independent System Operator (ISO), making no profit on market trades, will plan power grid which is public resource, to ensure that power market participators would be compete fairly.In the electric power retail market, the market participators pay attention to the investment return, some market participators would like to pay the high expense to obtain the good reliability service. When the reliability cannot meet the requirements, they can claim on the electric power grid enterprise. Some market participators would like to sacrifice the high reliability for receiving compensation from electric power grid enterprise. On the other hand, the electric power grid enterprises face various pressures, which are the need to reduce the electric power grid investment cost, the market supplier or the demander main bodies' different reliability demand and the electric power grid capital return risk, etc. Performance-Based Rates (Performance-Based Rates, PBR'S) has provided a reasonable solution for the electric power grid enterprise and the market participation main body.Performance-Based Rates overcomes the electricity power market reliability information asymmetry, the users can decide their performance expense according to own power interruption loss. The electric power grid enterprises construct power grid reasonably to pursue the max profit according to various markets participation main body to the reliability demand.The paper has done the exploring research based on the reliability Performance-Based Rates model, on the basis of the system average user interruption information when the electric power grid enterprises start to implement Performance-Based Rates model. This article has established the linear function and the cosine trigonometric function separately according to the quite typical system average interruption frequency (SAIFI) and the system average interruption duration (SAIDI) two reliability indexs' influence on user power interruption loss. The electric power grid enterprise capital return analysis by the established SAIFI, SAIDI PBR'S model, has proven the establishment model reasonable and feasible.The paper has used the max reliability marginal benefit and the marginal cost ratio as objective function, and established a new electric power grid planning model which can fit with electric power retail market environment, by introducing PBR'S model to power grid planning model which has solved contradiction between the high reliability and the low cost.The paper utilizes the genetic algorithm to solve model. Takes the Garver-6 node system as the example, has analyzed 4 kinds of situation electric grid planning results. The example solution and the analysis proves that this article is reasonable to introduce the system average Interruption frequency (SAIFI) and the system average interruption duration (SAIDI) two reliability index simultaneously to PBR'S model, as well as feasible and superior to utilize PBR'S model for the electric power grid planning, and has confirmed the solution algorithm is valid.The paper is studied mainly to adapt the power grid planning to the electricity power market. Meanwhile, the research will play a positive role in various aspects, the electric power organizational reform, the system overall reliability after the electric power organizational reform, the capital return of the electric power grid enterprise after the electric power organizational reform and the user reliability demand and so on, and is a good idea for the reliability electricity price research in the electricity power market condition. The established model is also suitable to the market transitional stage.
