With the electricity market deregulated step by step, customers get the opportunityto choose power suppliers and they urgently want the suppliers to decide on power priceand compensate comparatively reasonable in terms of different power supply reliabilitylevels to embody the righteous, impartial and open market principle. A novel method forthe setting of reliability level in a distribution system is proposed in this paper. The newmethod apportions the reliability level based on a fuzzy clustering categorization ofconsumers. Then Virtual Load Point is proposed in this paper base on the result of fuzzyclustering. Last Virtual Load Point has been used in establishing of reliability powerprice and compensation mechanism which are seasoned with electricity marketenvironment. The setting method presented in this paper have been used to analyzeRBTS-BUS4 and the results show its availability and realize the ideas of high price onlybased on good quality and blackout compensation.
