Research On Different Mode Selection Of Infrastructure PPP Project In China

At this stage,the financing mode of PPP has received wide attention in the field of China's infrastructure,with its own "ease the financial pressure of the government","management efficiency" and "technology management experience" and other advantages from all walks of life highly.The national government,relevant professional agencies are also developing PPP financing model.However,the PPP model is in its infancy in China,and the domestic related literature research focuses on the definition of the concept of PPP model,the risk of PPP model,the advantages and disadvantages of PPP models,and the comparative problems.There are few researches on the choice of PPP model for specific projects.In actual cases,the choice of PPP project model directly determines whether the project can be carried out smoothly under the influence of a number of external factors,and the final success of the project.This paper focuses on the comparative analysis of infrastructure PPP project three main financing mode-BOT mode,TOT mode,TOD mode,and establishes the evaluation index respectively,combined with AHP-fuzzy comprehensive evaluation model for a project of Chongqing light rail line three selection evaluation,the specific contents are summarized as follows:First of all,at home and abroad on the financing mode of public-private cooperation PPP based on related theories,specifically elaborated the related research status at home and abroad,the related definition,PPP infrastructure project related theoretical connotation,and introduced China's three major infrastructure PPP project financing mode--the concept of BOT mode,TOD mode,TOT mode the definition,advantages and disadvantages and application status,and pave the way for the construction of the index system.Secondly,according to the three major financing modes-BOT model,TOD model and TOT model,each optional index is established,and then the selection evaluation index system of these three modes is constructed.This part is the core and key point of this paper.Through the literature,combined with the specific case and the actual situation,the three models were constructed for the index,including the qualitative and quantitative indexes,the reference level analysis method to determine the weight of each index of the three modes,combined with fuzzy comprehensive evaluation model is constructed for each model of the evaluation of the five grade standard:"is not suitable" and "not applicable","application","pply","very suitable".Finally,the final pattern selection result is obtained according to the evaluation grade of each pattern.Combined with a specific case of "Chongqing light rail line three phase I project",the mode selection evaluation is carried out.Finally,this paper draws conclusions and prospects for the choice of PPP model in this paper.
