Natural gas as a clean energy plays an important role in the optimization for China's energy structure, and the continued and stable development of the national economy. In Dazhou Region located in the Northeast of Sichuan, there is plenty of rich natural gas resources. China petroleum Ltd. and China Petrochemical Ltd., both petroleum magnates in China have come into this region for gas exploration and exploitation. Because the region is a high sulfur gas field, in order to ensure that the regional development of natural gas resources in science and rational use, the construction of overground engineering for natural gas becomes an important keystone for exploitation of the entire gas field, and further decide that the high-sulfur natural gas smoothly inosculates the development for chemical, energy industry, even become the effective regional economic complementarities and docking for the Eastern part and Western Part in China.The traditional methods and materials model for engineering project management is seriously challenged, and hardly satisfy the complex, dynamic needs of the construction engineering. To ensure the smooth implementation for the overground construction engineering in the natural gas exploration area, this paper bases on practices of XXX petroleum and gas field construction project ground, focuses on replenishment, warehousing, distribution and other aspects of the construction site, analysis the flow of logistics management and the factors with modern logistics management theory and methods, and establishes an effective mechanism including organizational structure, operating mechanism, control systems, as well as delivery systems. These mechanisms are the effective implementation of safeguards for the construction engineering of petroleum and gas fields.Based on the development of the systematical summary for logistics management, engineering logistics, firstly this paper analyzes the status of the logistics management for the overground construction in petroleum and gas fields in depth. Secondly, using system theory and methods, this paper analyzes the system elements of engineering logistical system for the overground construction of petroleum and gas field, as well as system characteristics. Thirdly, using the logistical distribution theory and method the distribution management system for overground construction of petroleum and gas fields is designed and constructed, and the replenishment and distribution models is optimized and further is instantiated. Moreover, according to the progress of the overground construction for petroleum and gas field exploitation, the effective logistical management and strategy is put forward.The study has great significance in the theory and practice aspects. In practice aspect, this research results not only play a positive role in promoting the overground construction for petroleum and gas fields, such as scientific management, security implementation, first-class quality, and can promote the development for modern logistics and further specialized division in petroleum industry. In theory aspect, it expands the research areas for engineering logistic, and also provides reference information with other large-scale construction project logistics management.
